Cash Amounts for 6/30/2017 are missing.
QUESTIONS/OBSERVATIONS:
Significant impacts on budget for past 12 years:
- How has the 20% staff reduction since 2006 impacted service, maintenance or capacity levels?
- What is the reason for Deferred Maintenance on Capital Equipment? How long has this condition existed?
- What actions are planned to offset both the near- and long-term adverse impacts of Deferred Maintenance?
- Why has pumping capacity dropped by almost 50% and what are the long-term consequences of this change?
- Are increased PILOT payments and allocated city administration fees being adequately covered with current and projected revenue streams or will they eventually lead to additional rate increases beyond those already planned?
- What happened during the flood and how it can be avoided in the future?
- Will the costs of repairing flood damage have an impact on Fund 629 for 2018 or beyond?
- What plans are in place to handle the current and future financial issues of continually aging infrastructure?
- Adding the new subdivision by the toll road is estimated to increase water needs by 60K gallons per day. What is the short- and long-term impact on the South Bend Water Works and Sewers?
- If 1,500 more acres of St. Joseph County is made into industrial complex, how will the additional infrastructure be funded and how much more water/sewers will be needed?
- Landlords are now required to pay the water bill for their tenants. How is this impacting receivables?
- Is there a program to get people incentivized to use "lowflow" toilets, shower heads, faucets, or to install rain barrels?
